At the Complaints Commission we are proud of the work that we do, lending support and advocacy to the public in their time of need. It is both a fulfilling and stimulating place to work and although we have a very small staff, we are pleased of the members of our team, who are introduced below:

Mrs Brathwaite

Sheila Braithwaite

Mrs. Brathwaite was born in the British Virgin Islands (BVI). Her first income came from a Summer job in the Laboratory of Peebles Hospital, however, her daily routine from about age 12, was to provide assistance to her mother in the family’s haberdashery, “Clovers”, which was located on Main Street. Her steady work life began in Jamaica’s private sector with the firm National Cash Register, Jamaica (NCR) and later worked as a Teller at Bank of Nova Scotia (New Kingston, Ja) for three years. She then moved on to the Jamaica Internal Revenue Service as a Tax Auditor and Tax Inspector (1976-1981).

In the BVI Mrs. Brathwaite was appointed as a Tax Inspector at the Inland Revenue Department (IRD), Senior Administrative Officer (Ministry of Health & Welfare), Deputy Commissioner (IRD), and then became Assistant (Permanent) Secretary in the Ministry of Natural Resources & Labour (NR&L), and Permanent Secretary (PS)/NR&L. She also worked as a PS in Health and Social Development, Deputy Governor’s Office and Education and Culture. She served as a PS, (except for two years spent at UVI), from 1997 to 2010, when she retired.

Mrs. Brathwaite is the holder of a Bachelor of Natural Sciences (Chemistry and Mathematics) as well as a Certificate in Public Administration, both from the University of the West Indies (UWI), (Mona Campus) Jamaica; a Master of Business Administration and a Certificate in Global Leadership, both from the University of the Virgin Islands, St. Thomas Campus; and a Level 7 Executive Diploma in Strategic Management from the Chartered Management Institute, United Kingdom.

Mrs. Brathwaite is the immediate past Chairman of the BVI National Parks Trust Board. In 2012, she was a member of the Adhoc Selection Committee for the Territorial Song and the Territorial Dress. From 1995 – 1998 she was a lecturer for UWI in their Certificate of Public Administration Programme teaching “Management Principles (Theories and Practices)” and was a member of their Distance Learning Board, BVI Chapter as well for many years. She is a former Lieutenant in the Girl’s Guides. Her proficiencies include crochet, sewing and embroidery. She is the published author of two books, “A Timely Journey of Faith” & “Voices of Women” ‘Lessons learnt for Men and Women’.

She is an Elder and Sabbath School Teacher in the Seventh-day Adventist Church and has held other positions such as Sabbath School Superintendent, Deaconess, Investment Secretary, Advent Youth Sponsor, and member of the Women’s Ministry Committee. For one year and five months, she taught Home Economics (a new subject for the school) at the BVI Seventh-day Adventist School in the Secondary Division to forms one to three and Food & Nutrition including practical exercises as required by CXC, to forms four and five. Mrs. Brathwaite is married to Ishmael and has two daughters.

She like Nelson Mandela believes – “It always seems impossible until it is done”.

Monique Hodge-Bell

Assistant Complaints Commissioner

Mrs. Hodge-Bell joined the Complaints Commission in August 2009 as the Assistant Complaints Commissioner Six (6) months after the office opened its doors to the public in February of the same year. Mrs. Hodge-Bell is a Commissioner for Oaths and a local Minister in the Territory of the Virgin Islands.

She holds an Associate Degree in Merchandising/Retailing from Centenary College, New Jersery; earned both Bachelor and Master degrees from University Of Phoenix, Arizona in Business Marketing and International Management respectively.

Mrs. Hodge-Bell is currently pursuing studies at the Masters level, majoring in Public Administration from the University of Roehampton, London.

Previously, she worked as a Product Manager for Small Property Development at the BVI Tourist Board; Business Development Manager at MWM Global Holdings, and Account Manager at LIME BVI.
In addition to conducting investigations, she is responsible for the collections and management of evidence; vets incoming complaints; conducts interviews; oversees the electronic complaint management system; manages the newly formed website; and is responsible to the Commissioner for the proper running of the office which enables the efficient discharge of his functions.

Beverley Sergeant

Senior Administrative Office

Beverley Sergeant joined the Office of the Complaints Commission on 16th December, 2010.

Prior to this she was a Supervisor at Tortola Travel Services where she provided consultancy services in all aspects of the travel industry. She is a graduate of the University of the West Indies where she gained a BSc. in Business Management. She was a founding member of the Optimist Club of Tortola and an avid supporter of community service.

Mrs. Sergeant is the main complaint intake and assessment officer for the Complaints Commission; she provides logistic and administrative support; assists with carrying out investigations, research; and maintains the Commission's Complaints Management System (CMS) and website.
